Established in 2011 by Mark Philpot, One Planning Consultants has grown into the trusted and sought-after specialist town planning practice it is today.

Mark Philpot - Managing Director

Mark Philpot BA (Hons) MSc MRTPI

Managing Director

As a corporate member of the Royal Town Planning Institute since 2002, Mark is actively involved in all new instructions, and brings his considerable experience to bear on many individual projects. He obtained his MSc in Town Planning at the Bartlett School at the UCL in London, having studied Town and Country Planning at Newcastle University prior to this.

Born and raised in Norfolk, Mark spent over a decade working in London within the private sector for a range of West End practices and within local government, before returning to Norfolk to start a family.

As a seasoned expert Mark has been involved in all forms of planning work from large scale infrastructure projects such as the Docklands Light Railway Three-Car Extension Project, large mixed-use urban redevelopment proposals such as the redevelopment of St Mary’s Works, Norwich to smaller scale housing, commercial and leisure development including householder proposals. In a career that spans over 20 years, Mark is able to bring his extensive experience to bear.

In his spare time Mark enjoys spending as much time as possible with his young family and is passionate about healthy living, motor cars and always has another DIY project to get off the ground.

Heather Byrne - Associate Planner

Heather Byrne BA (Hons) MPlan

Associate Planner

As a Licentiate Member of the Royal Town Planning Institute and a qualified town planner with over 10 years experience, Heather is involved with all aspects of Development Management and Planning Policy. She gained a Masters in Planning and a BA in Urban Studies and Planning from the University of Sheffield.

Heather previously worked as a Planning Officer for Local Planning Authorities (LPA) within Norfolk, and also fulfilled various roles within the private sector as well as undertaking contract work for East Staffordshire Borough Council and Newark and Sherwood District Council.

Heather has managed a wide range of schemes including major and minor residential and care-home developments, agricultural, industrial, retail, renewable energy, screening opinions under the Environmental Impact Assessment Regulations, tourism and community developments. She is also well versed in dealing with planning appeals.
